By Blank I'm guessing you mean add white space between rows and that you've got a good reason for not using the group headings and footers. The only thing I can think of is try changing the .top property of each control in the detail section to Field1.height, then change them back where your condition warrents.
(Okay so it's a little goofy but it will work)
I've also manipulated my data to include blank records in specific loctions in my recordset when necessary. Just a couple ideas...
