Spin buttons do not show up in every cell for NumberCellTypes, but DropDownArrows do for ComboBoxCellTypes

If I use the default settings and assign a MultiColumnComboBoxCellType or ComboBoxCellType to a given row or column, the DropDownArrow is displayed in every cell in the given row or column.

This is not the case for NumberCellTypes if the SpinButton property is set to True. For NumberCellTypes, the SpinButton is only displayed when the user kicks the cell into Edit mode.

For consistancy, shouldn't the SpinButton be displayed in every cell of the given row or column also?

Spin buttons only displaying when in edit mode is by design. It's origin is in older versions of Spread products and was a result of customer input. Adding an option to make them display outside of edit mode is a possibility for an enhancement request.

The spin buttons only show on the editor. This is by design, and has been the design of the Spread from the start of Spread (COM). If you want a spin button to display in a cell when not in editmode, you would need to create a custom celltype and override the PaintCell method.
