I would like you to know that what you are observing is an intended behavior, since the value in the cell is set from the code behind, so when the user double clicks the cell for the first time at runtime, it raises the Change event as the user has edited the cell for the first time. On subsequent double clicks in the same cell, does not raise the Change event unless user changes any data in the cell. Hope it will help you. Please let me know if you have any queries further.
