Need help upgrading from v9 to v13 (Licensing issue)

  Prior to v13 we had a dll referenced in each project which used ActiveReports and the embedded license enabled us to stage builds for production from any computer. Now the only computer that can produce a deployment that has no Licensing issues is the one developer box that has an active Pro license activated. The error we get when doing any PDF generation is "Error: License for the PageReport cannot be found "

  We have attempted to apply the Build License model outlined here to no avail.

  Do you have the following license entry in “Licences.licx” file?
  
  GrapeCity.ActiveReports.PageReport, GrapeCity.ActiveReports
