  We have an old piece of software that produces what we think are ActiveReports files based on what DLLs we see in the program folder. The vendor changes these files to extensions of .waveform and .harmonic. Can you guys open these? We want to convert several thousand of them to PDF. I don’t mind buying a tool if we need to.

  The files you’ve sent don’t seem to be ActiveReports files. When I opened them in notepad, it showed garbage characters, which means it doesn’t contain any xml. Kindly contact the vendor who generates these files to find out how to open these and also find how they are generated. ActiveReports files have the extensions - .cs or .rpx. I’m sorry, can’t really help you in this regard.
