  I added a C1Combo to a new project, set the Enabled property to false and at runtime it shows up with a light blue border.
  
  There is nothing else in the form, no code, nothing, just the c1Combo with its Enabled property as false.

  The development team has confirmed it as a bug.
  
  As per the latest updates from the development team, it will get fixed in the next major release 2022V3.
