One Excel sheet protection setting is unchecked after saving

  Hi,
  
  We have got a sheet which is protected with all settings on and we found that one protection setting(Allow formatting rows) is unchecked after saving the workbook with the library so we cannot show/hide rows with the saved book. Please refer attachment for reproduction. We are using the latest version of library.
  
  Please help to investigate this issue.
