Hello,
Top10Rule accepts a range and of that range contains percent value it should work for you.
With DataBarRule has minType/maxType method that can be set to Number, LowestValue, HighestValue, Percent, Formula, Percentile, and Automin, or Automax.

Are you saying we should have cells formatted as percent to use Top10Rule with Percentage ?
i went through the below documentation link and i don’t find how to use top10rule along with percentage.

Hello,
This option is not there currently. It has option for above or below average for selected range but not the percent.
