Unless I have missed something, I may have found a bug in this control. If you programmatically add a large number of items into the C1Checklist, you cannot then scroll through the items a page at a time. If you left-click beneath or above the scroll button to the right of the list, it takes you all the way to the bottom or top. Same thing happens if you right click in the scroll bar and select Page Down or Page Up. It acts the same as clicking on Bottom or Top, respectively.
I cannot find any properties with regard to scrolling that might affect this behavior. You can replicate this behavior using the CVForm demo project. Add lots more items to the list of Skills or Languages in the CVForm_Load method so that you will need to scroll through the list. Run the project and you will see the odd scrolling behavior. I have not tried bound data mode but I suspect the behavior will be the same.
