  According to this page -

  the HTML5 Viewer is included in the AR Standard License.

  However, in this post -

  Grape City support mentions that Active Reports 14 does not include the HTML5 viewer. So the question is: are there any browser-based report viewing options in AR14 that do not require a Professional license?

  Hello,

  Standard license AR does not have any WebBased Viewer. You need to purchase the professional license for the same.
  
  However, You can refer to the “CustomPreview” sample to preview the report on the client side:
