I’m looking to setup a list of orders so that every time the order number changes it creates a new page/order.
Similar to how GroupHeaders.

I’m not entirely sure what you mean.
I’m looking for a report like this

But without the parameters i would like it to create a new page when the order number changes. -

I don’t, mainly due to the fact that i only have 1 line item per order but if it makes it easier i can attempt to do this.

if you don’t use table data region, when which report item do you use to show a list of orders? Here is the list of data regions available in ActiveReportsJS:

I have managed to get the new pages when i add a table, however it doesn’t show the rest of the fixed layout.

I am not sure what you mean by “the rest of the fixed layout”. Could you send us an example of the report and describe the problem in more detail?

Please see attached very rough report. I would like the Brokers Note Number, Date Address etc to appear on every page as well as any disclaimers below the table.
