Reports Menu missing from Active Reports 13.2.18593 using Visual Studio 2019

  I’m having an issue where I’ve installed Active Reports 13.2, but the report menu isn’t showing up. I created two test environments, one for Visual Studio 2017, which the Report Menu does show up in, and Visual Studio 2019, where the Report Menu doesn’t show up in. I’ve ran the LicenseKeyGenerator for each application, too. I’m using ASP.NET web applications, and I can’t install hotfixes, as it needs to match 3rd party software. I even tried reinstalling Active Reports 13 as local admin. The only thing I can think of is that maybe Visual Studio 2019 expired before I could add the Visual Studio license key to it.
