  I’m not sure which package to download that might contain it, and having searched using the search tool on this site, I’m not finding any hits.

  Since the C1.C1Flash.4.dll is legacy and very old, it is not available for download with the latest packages. You can use the link below to download the 2014v1 version of the C1Flash. If you need any other specific version, please let us know and we will assist you accordingly.
