Background:
Error - The designer could not cast the report to the SectionReport type. The probable cause is that the SectionReport assembly reference was not set to CopyLocal True.
This is a bug within Visual Studio 2019 when you try to open or add an AR14 code-based Section Report (.cs or .vb) file. We are working with Microsoft to get this fixed in our next release. In the meantime, please refer to the fix below:
